Do I need to issue a refund?

I had an item listed on ebay and ended up selling it in person myself but i forgot and ebay relisted it automatically. Now someone has paid for it and i dont have them anymore. I know i need to cancel this transaction. I got an email saying that someone has paid and i need to confirm my email address with paypal inorder to recieve the funds. So, since i want to cancel this transaction can i just not confirm my email, his payment will not go through and then we both avoid having to go throught the refund process?

You could do that however, you're really causing an issue for the buyer.  If you don't confirm your email, the status of the customer's payment will show "unclaimed".  As you email address is registered with the PayPal System, the buyer won't be able to cancel the payment.  After 30 days, assuming you don't do anything, PayPal will return the money to the buyer.  There's also other affects, in addition to the buyer having to wait 30 days to get their money back, they may also decide to leave unfavorable feedback about you.
