Debit card confirmed - still unverified.

I'm not sure in what section I'm posting.. there seem to be only US and UK community.

So, I don't want to go into much details about my situation because it's one of many, but I still had to share it somewhere and hope for an advice.

I'm trying to verify and lift all limits on a brand new account. I confirmed my debit card/bank account by adding the 4-digit PP code, but after 2 weeks I'm still unverified and the 1.50€ has never been refunded to my PP account. In Resolution Center there's no indication that I have any limits at all. I have also provided scans and printouts of documents proving my identity and address and nothing has been done. There are no replies to emails. Nothing. I can shop online, but I can't withdraw money to my bank account, which is exactly what I want to do.

Something must really be broken with the whole verification system/process. I thought that verifying a debit card by entering the correct 4-digit number is an automated process, and if not, it's something that is usually completed within 48 hours.

When I go to "Lift limits with account information", i have all green checkmarks (including Link & Confirm card) but the "Identity account holder" to which I already replied by uploading the required documents - twice! There's no indication that anything is "in progress". It's marked as "to do". I already did it.

I'm from Bulgaria and the procedure should be identical for the entire European Union, right? I've provided all the information and documentation that was asked from me. I am more baffled as to why my debit card shows up as authorized and ready for use, but my account is still Unverified and the 1.50€ that were charged from my bank haven't been refunded to my PP account after I submitted the 4-digit code. Friends of mine have paypal accounts and, according to them, something's not right here. 

As i mentioned before, my identification documents aren't being processed, which prevents me from withdrawing money.

I've contacted support by email, no reply. I don't think I'll have much luck by phone. Any toll-free phones numbers for EU countries?

Can anyone explain to me how to enter the 4 digit code to confirm my bank account? I go to the My Money profile page and I see the red flag on my bank account :

Bank accounts     XXXXXXXXXX  x-XXXX (Primary) (Unconfirmed) [red flag]  Update

 

Clicking on "Uncofirmed" brings a page with an error: Sorry — your last action could not be completed.

 

Clicking on Update opens a page to enter another account number. Adding the same only tells me that it's already been added and I can ask for a new 4-digit code and once I have it, to select the bank acount from this very page (My money) and enter it. Am I missing something?
