Credit card in good standing yet Paypal says card is denied

Paypal is saying that I need to call my credit card company (USAA) because my cc company denied a payment of $6.75 to Paypal. I called the cc company and looked at my statement as well, they said no charges have even been put through from Paypal at all to even reject or deny and that my card is in good standing. Paypal cust svc says to call credit card company (which I did), credit card company says it's on Paypal's end. I called Paypal a 3rd time and the cust svc rep said Paypal is having a problem. I would like to pay the $6.75 that I owe, I have a valid credit card on file with them, I'd like them to try and charge it (again) although, as I said, USAA says they have not been charged. HELP!!

Have you previously been able to send PayPal payments using that credit card as the funding source?

I got the same issue too, I use my cc to pay for the ebay shipping label. One day PayPal skiped my cc and charged my checking account to pay for the shipping label. I called my bank and they found that the denied code is strange, the bank said PayPal trying to charge my credit card cash, like a debit card which this kind of transcations is only allowed 3 times per day and this limit will be reset at eastern midnight. I wait few hours after midnight, problem solved.
