So I haven't used paypal lately and when I went on to check my transactions for my tax return I had a NSF Fee for $24.00 which I didn't have so now I'm in debt as of my bank accounts ending balance. Why did I get a NSF Fee when I haven't used paypal?

I would say it's time to call your bank and determine the origin of the transaction. I would call for sure, don't just send an email and make sure you get the person's name at the branch you talked to, so you can reference conversations. etc.
