Cant send payment

I am havent trouble with sending payment. My account is premier and I am verified. I Have a payment request from a merchant that I would like to pay.  On the review page when I click pay now it brings me to the inovice page. At the invoice page I click continue and it brings me back to the review payment page. The cycle keeps going and the payment is never sent. I have also tried sending the payment manually and I get the error "We're sorry. We can not send payment right now" or something along those lines. Earlier today I bought items off ebay and didnt have any problems with it. Whats is going on here?

You can try the easy things like:

Delete your web browser's cookies, temp files and history.  Then close the browser, reopen it and retry.

Or, try a different web browser or if possible, another computer.

Last, if the above makes no difference, it's possible there's a system glitch, suggest contacting PayPal's customer support for assistance.

I tried everything, I even downloaded their app to try to send the money but I still get the same error. The same cycle happens when I use a different computer or browser.

I have same problem, i cannot send any payments, and i just sent money 2 days ago and it worked fine now it's not working at all
