Cannot add money from bank account

When I click on the "add money" button, I see a notice that says "We were unable to confirm your personal information at this time. To find out what we need from you, go to the Resolution Center.". I cannot click on "Bank transfer", even though the text is still there.
When I go to the Resolution Center, it doesn't explain what Paypal needs from me at all - I also apparently have no open cases.
What do I need to do in order to restore this functionality? I've had similar issues in that past, but as far as I was aware they were resolved.

You will need to call PayPal to find out what information they are requiring you to provide. To call PayPal, login to your PayPal account, click on the "Contact Us" link at the bottom of any PayPal page and select the "Call Us" option to obtain a passcode and the PayPal phone number for your account.
