Cannot Receive Payments-Indian Paypal

I have complet all the taksboard but it still showing "To receive payments as per Indian regulations, please " Can  any one suggest me?

I have completed all these steps and account is verified.

1) Provide PAN (that can be validated within the national database for name and number match)
2) Confirm email address
3) Add bank account (India)
4) Provide Purpose Code (for withdrawals)

Plz help.

I also have the same issue though I input all those details correctly. Failing to receive funds.
