Can't use S. Korea Visa Card

Title pretty much says it all. I have been working in Korean for 5 years. I want to use my Korean-based visa card. I can't figure out how to do this.  I would appreciate any help.

Two options.

1.  create a new account using a new name and a credit card that hasn't previously been entered into the PayPal system.

2.  sometimes works - use a fictitious "home address" when registering a card.  I.e., when registering your Visa card indicate that the address of record for the card is your cousin's home in UK rather than your present address in S.K.  Note that this option may not be entirely legal...
