Can't link new credit card?

 I have recently received a new capital one credit card. I would like to add it to my "wallet" on paypal, but keep getting the same notice:

"Sorry, we can't link this card. Please try linking a different card to your account."

I know  the card works, and i've entered all the info correct ( name, address, etc). Any ideas on what is wrong?
