"Document was not legible"

My account was limited about a week ago and I've sent in four different documents with the proper address on it. Three of them are apparently "not legible" which isn't correct because you can clearly see my address on them, and the other one was "wrong document" even though it was a bill from my Province's health care services. I'm wondering if anyone here has had an experience with this and if you have solved it.
I currently do not recieve any mail, pay any utilities, or have a bank account (had to leave my bank after some mishaps and as such took it off of my Paypal account), so I don't have any of those to use. All I have are my previous years tax returns/government mail and health care bills! I'm assuming those are fine, but only if they're legible... which brings me to my question:
What EXACTLY are the criteria for submitting a legible proof of address?? My photo ID submission went through just fine, but 4 pieces of mail with the same address (submitted in envelope, out of envelope, zoomed in, zoomed out) aren't going through at all! I need access to my Paypal balance ASAP and I'm super tired of not getting any specific reasons or help for why this isn't working!
Also, before anyone asks, yes I have tried contacting customer service but each time it's like I'm speaking with a robot who only takes certain words out of my question and answers based on that word alone. Seriously, I asked about this and the response I got was about sending/recieving money!!! I just want to know what "legible" is to Paypal so I can fix my account, that's it!
