PayPal Account Optional Not Working

We use a Membership plugin for our site.  When people fill out the registration and then click "Pay with PayPal", it brings them to PayPal and they USED to be able to just pay with a credit card without having to create a PayPal account.  Now, they have to create a PayPal account.  I checked my settings in PayPal, and the "PayPal Account Optional" is definitely turned "ON" as it should be.  But it's clearly not working.

Does anyone know why this isn't working.  And all the things below have been done already:

*  Account must be either Premier or Business.   Personal Accounts do not have this option.
*  PayPal Account Optional is turned on - this enables non PayPal Members to pay by Credit Card.
*  The email address you use to log into your PayPal Account must be verified.
*  The "business" variable value in your button code must be a verified email address or your Business ID.
*  Bank Account linked and verified - so you can withdraw or transfer funds.
*  Credit Card linked and verified.

Next, there are specific reasons the Credit Card Option may not be available to your customers.

*  You are using Express Checkout.   Express Checkout requires a PayPal Account
*  You are using the wrong email address or an unverified email address.
*  The country you reside in.   Not all countries have all the PayPal features available.
*  The country your customers reside in.   Not all countries have all PayPal features available.
*  The IP address of your hosted site is on a blocked list.

As there can be a few reasons - need to see what's going on - can you provide a link to your site  ??

I'm sorry but I'd like to keep that private.  Is there anything else you can tell me what I should check in the PayPal account.

One more thing: it used to be that people could choose whether to pay by credit card or through PayPal, but this suddenly changed a day ago.  Have there been any changes at PayPal to the "PayPal Account Optional"?

You may want to contact Tech Support.

One thing you can try - delete your web browser's cookies, temp files, cache and history - then close the browser, reopen your web browser and test your site.

Hi Snow-Cat.  I tried to clear out my cache on my browser, but that didn't work.  In fact, I even tried it on another browser, and that didn't work either.

I'll send the question over the Tech support.  Just one thing: do you know how I can change PayPal Canada Community name?  I can't seem to find a way to do that.  Or, is there a way of deleting my PayPal Canada Community profile (but not my PayPal profile, of course)?  Thanks again.

Not sure about the community name change however, if you contacted a PayPal forum monitor, they may be able to help.
