I have just gotten an email on my phone stating that i sent 230$ to the following:
<Personal information removed in accordance with Community Guidelines>
I though paypal was secured not to let this happen. Is there away to report this to someone? I managed to cancel the transation before this person stole 230$ right from my own bank account.

you should contact PayPal's customer support as soon as possible and let them know of the situation you experienced. If your account was indeed hacked, any of the following could have happened :
- you visited a site which downloaded a virus into your system (ie. some torrent websites or illegal softwares)
- you have a keylogger or malware in your system
- your email, paypal account, or personal information was compromised by a security flaw on another website which you may have entered
If your PayPal account was compromised, and if you have a bank account or credit card linked to your PayPal account you should contact your bank and card issuer immediately and let them know of the compromise for security reasons.
Something with less than three legs, but more than two.

Im currently going through the same thing, i had a keylogger and they took a total of 645$ without Currency change, so maybe 670$
I dont understand why this happenes to me.

So sorry to know about this. Actually I know the main reason as I research too much about these type of problems. I think some one asked you to login to paypal through a website that is not paypal.com. And you did so. In fact your password is saved in their database or simply as a text file in web hosting space. They wait for your maximum money in account and do hacking.
Now there is no chance to refund as I also know some methods that paypal can not refund your money because money is already spent from their account or transfered to any bank account.
Remember that if someone use your password and security question to transfer credit, then you have no right to complain against them as this is your own mistake. I think you understand all and will be careful. May Allah (GOD) Bless You.
