Hi brogreg,

Welcome to the community! 🙂

PayPal Business Payments refers to a special payment solution offered to businesses collecting payments for things like Accounts payables, Affiliate Payments, Payroll, Expense Reimbursements, Rebates, Refunds, Payouts, B2B Payments, Invoicing, Child Care, Entertainment, Government, Medical, Rents, Utilities, or Tuition.  A merchant would need to specially integrate these types of payments into their application or checkout experience.

Most purchases for goods and services are typically not a business payment and if this was a business payment, it would not have allowed you to make the payment if the payment exceeded any maximum or minimum sending limits.  I wasn't able to find the section you reference in the PayPal Canada User Agreement so it sounds like you may have been reading the User agreement for another country?

Here's a link to the CA User Agreement:

https://cms.paypal.com/ca/cgi-bin/?cmd=_render-content&content_ID=ua/UserAgreement_full&locale.x=en_...

I hope this helps. 🙂
