Hi, so the payment on my paypal account says that it is "pending" however on my card it has been declined. I am happy that it is declined as the shipping changed last minute and I didn't have enough money, but I am wondering whether if i top up my card, will I be charged? And if so, is there any way to cancel the pending request before I have to pay.
