how do I get pay pal to help?

I have clicked on the contact  help several times and nothing but the same page?

Iam trying to get them not to pay a theif and fraud in India! I started a contested dispuite and now nothing  They can't pay these folks .....they send an envelope with blank paper!!! they STOLE $525 bucks! How to I talk to a real person in Pay pal???
