Why was I charged a fee?

I set up a  paypal link button on my website to sell my book.  When I received an order I was charged 35p by paypal.  It is a personal account.

Why was I charged a fee?

Without more information, I guess it would be the normal seller fee.

it has nothing to do with what kind of account you have,if it is a payment for goods and services,domestic payment pays 30 cents plus 2.9%,cross border is 30 cents plus 4.4%
