Which Business Plan to Choose to create Live NVP/SOAP API Apps?

When trying to create a Live PayPal Business account, we are prompted to choose a plan out of the following;

  • Payments Pro
  • Payments Standard
  • Express Checkout

Which Plan lets us create NVP/SOAP API Apps?

In the following guide, https://developer.paypal.com/docs/classic/lifecycle/goingLive/#credentials it states that;
"To obtain Live PayPal credentials, you must have a verified Premier or verified Business PayPal account."

Does that mean any of the above Plan types?
