Sometimes button "Sign up" is displayed instead of "Pay with Debit or Credit Card"

Hi,

 

I am dealing with site on which we have PayPal payments done using HTML button.

When user is redirected to PayPal site then he sees Pay with Debit or Credit Card (which is OK), however sometimes Sign up button is displayed. For the same user. We have noticed that on browser's private mode the Pay with Debit... is always displayed, so I am guessing some cookies are involved.

 

  1. Why it acts inconsistently?
  2. It is possible to force single behaviour (Pay with Debit or Credit Card)?
