Sold an item by using paypal but not sure if that is considered selling items outside of Ebay?

I am new to Ebay selling and I recently posted a pair of sunglasses to sell on Ebay and the next day I was contacted by someone to buy them. They gave me their cell number and asked me to text them the details. I did and they asked if I accepted paypal, which I do, and asked me to send them a request. So I made a paypal payment request to his email and was then notifed from paypal that I have recieved payment and to process my order as soon as possible. It gave me instructions on how to process the order but the instructions they gave me did not make sense so instead I just went to the post office and paid whatever amount it was to ship the sunglasses to the buyer. The sunglasses shipped and the buyer has received the order but I have not recevied the payment for it. In paypals email it mentions that after 7 days the money sent will be moved to available instead of unavailable but its been 7 days and it is not available. Am I missing a step or did I process the order incorrectly to where I wont receive payment? Also during this time I took the sunglasses off the Ebay site and I recieved an email stating that I might not be following ebays policys and may be subject to actions. I am just confused on what I need to do next or what I can do so I am not considered as not following the policies. Can someone please help me?

THIS SOUNDS LIKE A TYPICAL PAYPAL SCAM....READ BELOW AND SEE IF IT FITS.
They encourage you to use paypal and often ask you to do an ''off ebay'' transaction as they have a hijacked Ebay account but can't checkout that way as they do not have a paypal account.
You will get/got a "fake" email that looks as though it is from paypal.....it isn't.
It will say the buyer has paid ...you won't have been paid.
They will tell you that the payment is released when you provide paypal with a tracking/shipping number......this won't happen.
Paypal NEVER tell you to send trackable, they advise it for seller protection etc but it is not compulsory.
Paypal NEVER tell you to send an item before the payment is showing in your paypal account.
Advice is voluntary.

Did you add tracking number to the PayPal payment so PayPal can confirm delivery? And the tracking has to show delivery. Was there an actual payment transaction in your PayPal account?
The issue on the eBay side is that payment was not processed through eBay checkout. Payment was arranged directly through PayPal via payment request but your listing was on eBay so essentially you made a sale and eBay did not get their commission (fee avoidance) because you removed the listing. What's done is done but don't do that again. Have the buyer checkout through eBay by sending a eBay invoice through My eBay page. Has eBay sanctioned you in any way yet? In case it is not a scam.
