Receiving a payment but the PayPal fee wasn't taken

I received a payment on PayPal but PayPal's fee wasn't taken. I haven't transfered it to my bank account yet.  What do I need to do to pay the fee?  I don't want PayPal removing the fee later when they realize the fee wasn't charged. Thank you.

there is no fee if sender uses friend and family to send payment.

if goods and services,then paypal charges 30 cents plus % fee
