Sorry, I'm new. Once my account is confirmed (which is taking forever) and add money to my wallet. Can i make a purchase in GBP?

Should not take long to confirm your account?
But as a BUYER you never need funds in your paypal wallet, as paypal will take direct from your bank account / card if you have them linked and confirmed.
Then you just go to send / request > select the option you want to send the funds > put in the email address > put in the amount > select what currency you want to send it in > then before you click to send it will tell you how much in your own currency will be debited from your funding source.
Advice is voluntary.

is GBP your local currency?
if not,Paypal will convert to GBP if the seller expects to be paid in GBP.
You will be paying a conversion fee like 2 1/2%.
