Processing fee causing shortage for fixed rates on membership dues

I belong to a non-profit organization that wants to offer the convenience to its membership to use credit cards. We have been using PayPal and absorbing the processing fees for fixed rates of our membership dues and chapter meeting fees which is causing a huge shortage in our budget. Is there a way to use PayPal and collect the fixed amount, but have the processing fee still be charged to the card holder? If so, how do you set that up?

for goods and services,seller or recipient always pay the fees.
for non profit,do some reading on Paypal site.
or you can add the fee to the membership fee.
