Paypal says they accept prepaid cards...except they actually don't...?

So reading this part of the website I think it's made emphatically clear that PayPal should accept prepaid cards, and that they should be useable. I purchased a $200 prepaid card in order to use it with PayPal, naturally because it states that in all circumstances, this is a valid idea.

 

As the page states, linking a prepaid card is as easy as typing in the information, but using it is a different story. Paypal will not process any transaction to any website.

 

I call PayPal customer support. Person tells me "Yeah, we actually do not allow prepaid cards".

 

Okay, so let me get this straight. You have a page on the friggin' website talking in detail about how you can. You even allow the card to be linked up to my PayPal account, however when it comes time to actually pay for something...no, actually we can't do anything with a prepaid card?

 

If this is anything other than flagrant false advertising of a service they don't actually provide I would really like some clarification here, because I converted money to a prepaid card for almost the sole purpose of using PayPal to make a payment, and no they won't, and thus I'm stuck with this awkward form of $200 simply due to this bollux. What is the explanation for this?
