Paypal and Website Platform Obligations

I have set up a squaresquare website. My site is complete. Paypal now tell me to use a third party gateway in the UAE which was not made clear to me at any point in the 10 months since I started my e-commerce business (at great expense). The UAE provider has told me they need to do due diligence on my company but it is unlikely it will be approved as I am a startup and it is a high risk business!?! Surely the obligation lies with Paypal to provide me with a payment portal as part of their agreement with Squarespace and further the third party payment gateway provider to Paypal. Am I being knowlingly defrauded by the system? Where can this agreement be found on the Paypal site or indeed the Third Party Provider's site for review? I'm getting a little tired of speaking to a call centre in Ireland of which international charges I have to pay for.

This is a member to member forum USA,not familiar with UAE.Ask someone in your own country who have experience in setting up website,using paypal and gateway.
banking would be an issue too,can you transfer fund from paypal to a local bank etc etc
