I just received a payment from my renter thru PayPal (1st time I used PayPal to collect rent) and the fee were deducted from my balance. I am receiving money, not sending them - why am I being charged a fee??

Exactly you are receiving funds as you are selling a service ie renting properties.
Sellers pay fees not buyers (or senders).
You pay paypal to be able to receive online payments or rents from buyers / tenants including ones sourced by a credit card.
Advice is voluntary.

WHEN YoU SIGN UP to accept payment or send payment,read the terms and agreement and seller/buyer protection,esp in your case,what is not protected.
also the fee schedule
dont come back and cry you have been cheated.
