Welcome to the PayPal Community! I'm sorry to hear there's been a problem with a purchase that hasn't been shipped. That's certainly something to be concerned about. Here's some information I hope is helpful.
One thing I want to mention is that you can always submit a Dispute to PayPal if you don't receive something you paid for and we'll help you get a refund. You just have to submit the Dispute within 180 days of the original transaction, and you need to escalate the complaint to a Claim within 20 days of submitting the Dispute. So, here's the deal. When a seller receives a payment, it may be placed in a Pending Balance. The seller does not have access to the funds, but they are in the seller's PayPal account. Once an item is shipped and delivered, the funds are moved to an Available Balance and the seller has access to the money. This is a brief description of PayPal's Funds Availability Policy. When a seller receives a payment, they should take steps to ship the merchandise right away. That not only helps increase buyer satisfaction, but it also speeds up movement of the funds from the Pending Balance to the Available Balance. By refusing to ship, the seller may actually be slowing down the process and may have to wait longer before the funds become Available for them to use or withdraw.
If the seller waits for 21 days, the money will move to the Available Balance and the item you purchased could easily be shipped then. Let's say the shipment takes another 3 or 4 days. That means you've waited almost a month for delivery of something you paid for and has been charged to your credit/debit card. That's not right!
PayPal encourages sellers to ship items immediately. It's the right thing to do and they'll get access to the money faster if they do that. If you believe it's in your best interests, you can submit a Non Receipt Dispute to PayPal and that will allow you to communicate with the seller. If that doesn't work, you can escalate the Dispute to a Claim and PayPal will take over. PayPal will require the seller to provide a tracking number that shows the item was delivered. If the seller doesn't do that within the deadline (they get 10 days to reply when the Claim starts), then PayPal will close the complaint and issue a refund to you.

instant bank transfer vs e check,what I understand is that if he does not have a credit card linked to his paypal account,all bank payments become echeck and takes 3-5 days to clear.
if first attempt fails,PAYPAL will wait 2 days and try again.
Your buyer bank could charge NSF 1 or 2 times if he does not have enough fund in his account.
you just have to wait till PAYPAL tells you it is okay to ship.
