Not seeing the Guest Checkout -> PayPal account required

I am using WooCommerce in WordPress with PayPal as the only gateway. Sandbox testing has all worked well including cURL, and test purchases. "Allow guest checkout" is checked in the WooCommerce | PayPal settings. The guest checkout is not showing once proceeding to PayPal in either Sandbox or normal mode. All Card (as in VISA) info may be entered, but there is no way out of creating or logging into a PayPal account. The site owner insists on guest checkout working.

If you're setup to use Express Checkout, there no option to pay as guest, one must pay via  their PayPal Account.
