Hi, I have a payment ( a programming service fees ) which held more than 32 days and no useful response from support. They asked me to mark it as shipped I told them it's a service and they said mark it as shipped and write any tracking number. I did that and waited 30+ days and nothing happened. My client called them to release the money and they told him it's not a problem in his account. I even can not refund the money to my client who promised to send it using another method. What to do? Can I sue PayPal for that?

PayPal will generally hold funds for 21 days but PayPal User Agreement does permit PayPal to hold funds for up to 180 days.
Phone PayPal and ask for details. It may take several attempts to reach a knowledgable agent.
Did you get an email from PayPal about the hold?

Yes I got several emails and all of them say that there's no problem. I don't know how to make them to see the problem. It's the first time it happens to me.
