These days, you can't assume that since you have a balance that it will be used. Since October 31 2016, PayPal changed how payment methods work. Users are able to select how they prefer to pay during regular checkout as well as Goods and Services via Send Money if different from their preferred payment method for online purchases setting in the Wallet page. You can also set your preferred payment method for in-store purchases at Profile > Payments. Because of this update, your payment method settings could have been reset. Best to go to the Wallet page now and set your preferred payment method to PayPal Balance for future online purchases and also check the payment method during checkout to make sure the right one is used before completing payment.
