Ok so I'm not sure what to do. I bought something online and paid with PayPal and I still haven't received my items and the money has came out already

You can open a dispute for non receipt of item via the ''resolve a problem link'' lower left of your paypal summary page.
If the seller does not refund or you don't receive it then escalate the dispute to a claim for paypal to review when you get that option.
DO NOT close the dispute or claim until you have your refund or item.
Advice is voluntary.
