What does "Funds Not Available" mean? Please don't tell me it's the buyer used a fake account or something. This is unfair. I thought using Paypal was safe because they verify accounts and stuff and prevent rip offs. I mailed the merchandise within 24 hours, the buyer has it now there is no way to get it back. Instead of PayPal making the seller wait for funds, they should make sure the payment gets there before the seller mails it out. Is there any recourse?
