I was not aware that once a person paid an invoice, there was a fee that was taken out right away! I went to pay for what theu purchased and there was not enough to cover due to the fee being taken out? Is this going to occur everytime? Is there a way to be billed monthly instead? I am so confused, I cannot cover these all the time! I am not going to charge my customers for me using fees.

Fees are taken out for each and every payment received for goods services.
As a business you need to have sufficient cash flow to manage your inventory. That's not PayPal's problem.
It will cost you even more when a buyer files a dispute for non-delivery when you don't ship on time.
It's OK for your business to borrow money as startup costs as long as your business plan projects a near-term profit.
