i have this issue for 2 months now and the coustomer service has not replied to my query. My client tried several times making payment into my paypal account and it showed 'Error code 3148 Receiver's address is in a non-receivable country or a PayPal zero country' , my country is Albania and my credit card is Visa electron .all the data are correct and the card is totally verified. i'd like to add that my client has made several other payments and knows how paypal works , I'ts totally unadmissable to have thiss usse for so long and still no response from customer service !!!
