Why is the deposit to paypal less than the buyer payment?

PayPal charges 2.9% plus $.30 on the total amount of the purchase.  For example, if your item was $30.00, the transaction processing fee would be $1.17 - PayPal will then deposit the balance ($28.83) into your account.

Ebay states to my buyers, I can't accept PayPal payments.  How could my buyers pay my PayPal account directly?
