"weight_cart" won't go away

So I have a Paypal Payments Standard cart with weight based shipping tiers.  I am trying to have a Local Pickup option that customers can select before adding an item to the cart to change its weight to 0 lbs.  I prefer to use the Paypal-hosted Add to Cart buttons for the encryption which does not seem to work with the name="weight" value="0.00" input.  So instead, one solution I was trying was to have a "Local Pickup" item, using the Upload method, that had an amount of 0 and a weight_cart of 0.  This way it could be added to the cart once and all other items' Paypal-hosted weights would be irrelevent.  It worked...too well.  The problem is that after the "Local Pickup" item is removed from the cart it still dictates the weight.  After wiping my cookies, temp files, and history weight_cart STILL dictates the weight.  If I add items to my cart from a different computer or from an incognito-window it works fine, so its not the cart scripting.  I assume the root of this problem is the same as how Paypal remembers an item added to your cart long after you abandoned your cart.  How do you clear this memory?
