international first class shipping

As a conscious business move, which unfortunately costs me a lot of international business, I only sell domestically on-line.
I do not accept international orders on my ecommerce store because PP does not give me the option of USPS International first class. My product weighs 3 ounces and costs $20 or less. Accordingly, there is no interest from my International customers in spending $25 for Priority International.
Occasionally an international customer requests an off-line purchase, and I send them a PayPal invoice. When I set up to ship, I see that first class international is offered in this setting, allowing for $3 postage, for example, to Canada, instead of $25 for international priority mail.
How can I set this up in multi-order shipping?
