Hi,
Before placing PayPal buttons on my live website I've been trying (desperately) to create buttons in the Test
Environment.
I created both Business account for a test seller and Personal account for a test buyer. I just couldn't find a way to create a button. I followed all instructions in the Testing PayPal payments Standard Buttons guide.
However, in the SandBox page there is no "Tools" at the top of the page. there is no "PayPal Buttons item" on the Tools page.
I also couldn't find it in the Merchant Services nor any indication of "Create payment buttons for your website".
I invested hours trying to figure that out..
