Why no First Class International shipping to Canada??

Why is there no First Class Package International shipping available for orders I am sending to Canada? If my customer buys through my e-commerce site, Paypal does not make this available. By comparison, if my customer buys through my eBay site (eBay, which owns Paypal), First Class Package International IS available. Is this a way for eBay to pressure non-eBay customers through its subsidiary Paypal?

 

I saw quite a few postings on this topic two and three years ago, and each time Paypal's response was the same, "We do not offer it because there is no tracking and therefore we can't provide seller protection" or words to that effect. However, when I go to online USPS (https://www.usps.com/business/first-class-package-international-service.htm), it definitely states that tracking is available with this service. 

 

Unless eBay is using Paypal to pressure sellers to use the eBay service, is there any business reason for Paypal not to be offering First Class International as a (much much cheaper) shipping option on packages to Canada? (P.S. I love my eBay; not complaining about that. Just curious why First Class is available one way but not the other.)

Even though Ebay owns paypal, the two shipping platforms are completely separate. 2 years ago, they ported ecommerce customers over to the Ebay shipping platform for about a week and the backlash from uninformed users was so great that they reversed it and never looked back. That's a real shame because we lost first class International and the use of Multi Order Shipping in the process.
