Can Paypal credit be used at auto service centers such as Modica Bros or discount tire? If so how do I go about making a purchase at these places?

If the seller accepts PayPal payments the PayPal Credit will show up as available IF the seller also accepts PayPal Credit.  You could call the service station and ask.
