Shipping option missing

I've been using PayPal for our shopping cart for a long time with no major problems with both domestic and international orders.

Today I received a payment from an international customer and when looking at the transaction there's no SHIP NOW button anywhere.  The transaction is listed as COMPLETED and I've sold to this person several times in the past with no problems.

Any thoughts on how to use PayPal shipping (this is preferred as the eBay/PayPal logo on the labels helps him with customs).

BTW, thank you to eBay/PayPal for putting back the old style shipping label, now my UPS/FedEx/USPS label printer works with PayPal again.

Does the PayPal Transaction Details page have a "ship to" address?

You're right, this payment doesn't have an address but it has his business name, web page, customer service contact, and says completed.  Any idea how this happened?

Also, when I'm logged into PayPal why do I have to enter my password and security dongle code number again just to get here?  It's not like we're discussing any secret details here.
