Setting up a parallel/adaptive/chained payment system?

Okay so first I will just lay out what I want to achieve and we'll go from there and maybe someone will have a clue of what I should do exactly to go about this.
Hypothetical scenario:
I have donations coming through from several websites, they need to go to two receivers, the first one takes a small percentage, then the final receiver gets the rest. The first one is the main account and acts as a filter for the donations to grab a percentage. The final receiver is the owner of the original website from which the donation came. The main account should have all of the donations organized by the domains they came from instead of individual donations per person, so the domains are perhaps subaccounts off of the main one.
That is just one way of looking at how this could play out. I am simply trying to get a percentage for every donation and the rest of the amount will go to it's original owner from where the donation came from, as what I will be providing is a service.
So will setting up a parallel/adaptive/chained payment system help with what I want to achieve? If so how do I go about doing this? I am no expert at website development, I know that it will probably go through the PayPal API though however that works.
Thanks and hopefully someone here can help me out, or maybe lead me to someone who can help develop this?
