If I use an affiliate program such as PayHip or PayLoadz --both of which use PayPal to pay commissions-- who is responsible for reporting commissions earned to the IRS?
The company responsible for reporrting commissions is the company paying the commissions. You are not working for PayPal, PayPal just manages transfer of the funds.
