Pay Pal doesn't match eBay

my eBay item sold for $81.00 and eBay shows that amount moved to my Pay Pal account; however, my Pay Pal account shows $78.35 available.  Since there was zero balance on the Pay Pal account, and free listing on eBay (shipping paid separately) what happened to the $1.65 difference?

Paypal fee. You pay ebay to advertise and sell your item. You pay paypal to be able to receive instant card funded payments from buyers.

2.9% + $0.30 per transaction

I saw that in the Pay Pal information before submitting my question (and believed it had to do with sending money through Pay Pal rather than having an eBay sale amount moved to Pay Pal).  I became confused when 2.9% + $0.30 didn't equal $1.65 on an $81 purchase.
