Invoicing a buyer through PayPal.

I have issued an invoice to a buyer through PayPal. The buyer says she never received the invoice. I have sent PayPal an email asking for direction and have not received an answer. I cannot speak so I cannot use the phone. Is there anyone out there that can help. Maybe I am not sending this invoice correct.

To send an invoice with PayPal:

1. Log in to your PayPal account
2. Go to the Request Money tab
3. Click on the Create an Invoice subtab
4. Select an invoice template or blank template
5. Fill out the invoice
6. Review it
7. Click Send Invoice
8. If you prefer, save your invoice as a template for future use

To pay you, the invoice recipient will:

1. Open your email, read the invoice and see the PayPal payment button
2. Click the payment button in the email
3. Log in to the secure PayPal payment page
4. Review the details of your invoice
5. Click Pay

When you receive a payment, PayPal will:

1. Send you a "You've received new funds" email with the payment information and a link to the payment details
2. Record the payment in the Transaction History of your PayPal account

I am having the same issue. I followed the directions above and sent an invoice to myself (my personal email that is not connected to PayPal) so that I could see how it works and the email never went through. The first time I thought it might be because I hadn't verified my bank account but I have done that now and retried it and the email still doesn't go through.
