I too am trying to add a EULA to my business account buy button before the buyer goes to there PayPal account and would like to find more information on how to do this.
Both the links to the examples on this page do not work

Sorry, it's not possible to add a EULA to the PayPal checkout pages. That information could be added on your website page near the Buy Now button.
If you want to make sure your customer agrees to the EULA before they can click the PayPal button, you may want to create a form on your website to receive acceptance before displaying the button or redirecting the customer to a checkout page.
I know the examples provided in the other thread no longer work. Those were hosted by a community member so we don't have access to that information.
You might also try using a 3rd party shopping cart. Some carts may support creating custom forms and make it easy for a customer to accept your EULA during checkout. A list of PayPal compatible shopping carts can be found here:
Another option would be to get assistance from a PayPal Certified Developer to help with a custom solution. PayPal Developer Directory
