I can't capture payments, is this happening to anyone else today?

I can't capture any paypal payments on my website.  I have no idea if this is happening on ebay as well because it's so slow I just don't know.  When I try to capture the payment it goes to an error screen that says:

 

"Sorry — your last action could not be completed
 

If you were making a purchase or sending money, we recommend that you check both your PayPal account and your email for a transaction confirmation after 30 minutes.

If you came to this page from another website, please return to that site (don't use your browser's Back button) and restart your activity.

If you came from PayPal's website, click the PayPal logo in the upper-left corner to return to our home page and restart your activity. You might have to log in again."

 

 

I have a couple of tickets opened with paypal already but they haven't figured it out in over 10 hours.   Is this happening to anyone else right now?  I'm afraid that they won't get back to me and I just won't be able to accept paypal payments on my website.  I'm used to the non support I get from ebay, I've never had problems with paypal before.

Paypal still hasn't gotten back to me.  I accessed paypal throuh my android phone and I was able to capture the payment on the mobil.  At this point I'm assuming that it is something stored in cache or cookies.  I just cleared everything out on the desktop but I no longer have any pending orders so I can't test to see if this fixed anything.

I am getting the same error.  I have several pending to capture and I've been unable to for 2 days.  I cleared my cache and cookies and still the same error.

Try it from another device or computer entirely.  I haven't had another order yet to try it since I cleared cache and history.

I am getting same message and have cleared cache AND attempted on a different device as well - still getting the "Sorry that action cannot be completed" page (and have been for about 3 days now).

Call Paypal and report it.  I did.  I have no idea what fixed my issue.  I have since tried capturing payments after clearing the cache and cookies and it worked.  I reported it so it's possible Paypal fixed whatever it was on my account and never bothered to contact me about it to let me know it was fixed.

This is ridiculous.  I can't capture payments again.  I'm on hold waiting forever and I know they'll just say they'll start a ticket for me.  If the previous help I've received is any indicator, they won't even bother to respond to me.  Paypal itself has been down for most of the day and I can not capture funds when I do login.  Now it gets to the last screen of capturing a payment and says "We are sorry, we cannot process this settlement at this time."

 

I'm screen capping everything, I am afraid the transaction will dissappear or I'll never get paid.  What am I supposed to do?  Tell my buyers to wait until paypal gets their act together?

 

I'm expecting to get another forign rep again also.  The ones that should just answer the phones like:

 

"Hello, this is zuktroy, thank you for calling paypal, please explain your situation so I know what department to transfer you to since I have absolutely no empowerment anyway"

 

This crap service started to show up as John Donahoe got on board.  He ruined ebay, is paypal next?
