How to handle lost package refund ( non ebay)

Hello

I have a business ( NON EBAY)  providing machining services and I shipped a package to Germany which ended up lost in France. The paypal payment from my customer was for $150,  $100 for my services $50 for shipping. The package is over a month due and tracking shows it lost in France. I started an inquiry with the USPS but it will be a while before anything is known about it.  What would be the right approach here. Should I refund the whole amount? Shoud I refund only the portion that covers my services?  This is the first package lost by the USPS in the 15 years I have been shipping with them.

Normally you would refund the buyer their total payment.
