Handling Pending Transactions

I am conducting some analysis for an enterprise integration of Paypal.  We are concerned about situations in which "Pending Transactions" occur as our system does not currently accomodate a delayed payment workflow (we currently only support approved or declined).  We have come up with a possible solution whereby we decline all "pending transactions".

 

We would like to understand if this practice is generallty accpeted, or if Paypal would frown on it.
