According to the archives, available rates and services are controlled by the Post Office. Anyone know where/how to put pressure on them to make the Flate Rate Padded envlope option available on Paypal? I usually don't mind the paypal fee if it gets me a discount on shipping, but now I have to go to the Post Office itself, so the fee is lost.
