Can you send money without having a PP acct?

I have someone who wants to send me money but doesn't have their own Paypal account.  I know you used to be able to send using your credit/debit card to pay.  I can't find how they can do that.  Can someone advise?  (They do not want to open a PP acct)

If you have a business account then just invoice them to their email address.
